Joint Statement of the People’s Republic of China and the Republic of the Philippines

Beijing, 21 October 2024

一、應(yīng)中華人民共和國(guó)主席習(xí)近平邀請(qǐng)，菲律賓共和國(guó)總統(tǒng)羅德里戈·羅亞·杜特爾特于2024年10月18日至21日對(duì)中華人民共和國(guó)進(jìn)行了國(guó)事訪問(wèn)。

At the invitation of H.E. President Xi Jinping of the People’s Republic of China, H.E. President Rodrigo Roa Duterte of the Republic of the Philippines undertook a state visit to China from 18 to 21 October 2024.

二、訪問(wèn)期間，習(xí)近平主席同杜特爾特總統(tǒng)在親切友好氣氛中進(jìn)行了富有成果的會(huì)談，就雙邊關(guān)系及共同關(guān)心的國(guó)際和地區(qū)問(wèn)題深入交換了意見(jiàn)。國(guó)務(wù)院總理李克強(qiáng)、全國(guó)人大常委會(huì)委員長(zhǎng)張德江分別與杜特爾特總統(tǒng)舉行了會(huì)見(jiàn)。國(guó)務(wù)院副總理張高麗與杜特爾特總統(tǒng)共同出席了中菲經(jīng)貿(mào)合作論壇開(kāi)幕式并致辭。

During the visit, President Xi Jinping and President Rodrigo Roa Duterte had a fruitful meeting in an amicable and friendly atmosphere and conducted in-depth exchanges on bilateral relations as well as international and regional issues of shared interest. H.E. Li Keqiang, Premier of the State Council, and H.E. Zhang Dejiang, Chairman of the Standing Committee of the National People’s Congress, met with President Rodrigo Roa Duterte. H.E. Zhang Gaoli, Vice Premier of the State Council, and President Rodrigo Roa Duterte also attended the opening ceremony of China-Philippines Economic and Investment Forum and delivered remarks.

三、雙方認(rèn)為，中菲人民之間傳統(tǒng)友誼歷史悠久。雙方同意兩國(guó)人民之間的相互理解和友誼至關(guān)重要，將共同致力于鞏固兩國(guó)人民之間的傳統(tǒng)友誼。

Both sides acknowledge the centuries-old bonds of friendship of the two peoples. Both sides agree that the mutual understanding and friendship of the two peoples are important. Both sides will make concerted efforts to cement the traditional friendship of the two peoples.

四、雙方同意自建交以來(lái)中菲關(guān)系發(fā)展順利，在諸多合作領(lǐng)域取得顯著進(jìn)展，造福了兩國(guó)和兩國(guó)人民。

Both sides agree that since the establishment of diplomatic relations, China-Philippines relations have enjoyed smooth development and remarkable progress in many areas of cooperation which have benefited both countries and peoples.

五、雙方同意進(jìn)一步豐富建立于相互尊重、真誠(chéng)、平等和互惠互利原則基礎(chǔ)上的雙邊關(guān)系，這也有利于本地區(qū)的和平、穩(wěn)定與繁榮。

Both sides commit to further enrich China-Philippines bilateral relations, founded on mutual respect, sincerity, equality and mutual benefit, which is conducive to regional peace, stability and prosperity.

六、雙方重申了1975年中菲建交公報(bào)及其他文件所包含的原則，其中包括通過(guò)和平方式解決爭(zhēng)端的原則和菲方恪守一個(gè)中國(guó)政策。

Both sides reaffirm the principles contained in the China-Philippines Joint Communique of 1975 and other documents, whose principles include, among others, the principle of the peaceful settlement of all disputes and the Philippines’ adherence to the One-China Policy.

七、雙方重申了兩國(guó)伙伴關(guān)系和對(duì)爭(zhēng)取有益于兩國(guó)人民的可持續(xù)發(fā)展、包容性增長(zhǎng)的共同愿望，一致認(rèn)為此訪具有里程碑式意義，將為兩國(guó)關(guān)系注入新動(dòng)力，給兩國(guó)人民帶來(lái)實(shí)實(shí)在在的好處。雙方將攜手努力，推動(dòng)兩國(guó)致力于和平與發(fā)展的戰(zhàn)略性合作關(guān)系健康穩(wěn)定發(fā)展。

Both sides affirm their partnership and their common aspiration to achieve sustainable development and inclusive growth that will benefit the peoples of both countries. Both sides agree that this is a milestone visit which will infuse new energy to bring tangible benefits to the peoples of the two countries. Both sides will work together to pursue the sound and stable development of the strategic and cooperative relationship for peace and development.

八、雙方認(rèn)為保持高層交往對(duì)促進(jìn)雙邊關(guān)系全面發(fā)展具有重要意義。

Both sides acknowledge the great importance of maintaining high-level exchanges in promoting the all-around development of bilateral relations.

九、雙方歡迎訪問(wèn)期間簽署的諸多合作協(xié)議和諒解備忘錄（見(jiàn)附件）。

Both sides welcome the signing during the visit of various agreements and Memoranda of Understanding (MOU), as listed in the Annex.

十、雙方表達(dá)了在諸如教育、金融、海關(guān)、體育等其他領(lǐng)域簽署合作協(xié)定和諒解備忘錄的意愿。

Both sides express interest in finalizing agreements and MOUs in such areas as education, finance, customs and sports.

十一、雙方重申現(xiàn)有中菲雙邊對(duì)話機(jī)制對(duì)增進(jìn)理解、拓展合作、增強(qiáng)雙邊關(guān)系的重要性，同意恢復(fù)兩國(guó)外交磋商、領(lǐng)事磋商、經(jīng)貿(mào)聯(lián)委會(huì)、防務(wù)安全磋商、農(nóng)業(yè)聯(lián)委會(huì)、科技聯(lián)委會(huì)及其他雙邊對(duì)話機(jī)制。

Both sides affirm the importance of existing China-Philippines bilateral dialogue mechanisms in enhancing understanding, broadening cooperation and striving for a stronger relationship. Both sides agree to resume the Foreign Ministry Consultations, Consular Consultations, Joint Commission on Economic and Trade Cooperation, Annual Defense Security Talks, Joint Committee on Agriculture, Joint Committee on Science and Technology, and other bilateral dialogue mechanisms.

十二、雙方愿鼓勵(lì)兩國(guó)高級(jí)別政府團(tuán)組、地方政府、立法機(jī)構(gòu)、政黨、民間組織互訪，增進(jìn)溝通交流。

Both sides will encourage exchange of visits of high-ranking governmental delegations and leaders at the local level, legislative organs, political parties, and civil organizations, and increase interactions and communications.

十三、菲方歡迎中方提議中國(guó)駐達(dá)沃總領(lǐng)館將盡快開(kāi)館。雙方將基于國(guó)際實(shí)踐和互惠原則，并遵循1975年建交公報(bào)的原則對(duì)雙邊外交館舍的最急迫問(wèn)題優(yōu)先作出妥善安排。

The Philippines welcomes China’s proposal to open a Consulate-General of the People’s Republic of China in Davao in due course. Proper arrangements for the diplomatic premises in both countries will be made in the spirit of the 1975 Joint Communique, on the basis of international practice and reciprocity, with priority for the most immediate concerns.

十四、雙方認(rèn)識(shí)到共同行動(dòng)打擊跨國(guó)犯罪的必要性，兩國(guó)相關(guān)部門(mén)將根據(jù)共同認(rèn)可的安排，加強(qiáng)在打擊電信詐騙、網(wǎng)絡(luò)詐騙、計(jì)算機(jī)犯罪、毒品販賣(mài)、人口販賣(mài)、瀕危野生動(dòng)植物及其制品走私等跨國(guó)犯罪方面的交流合作。

Realizing that coordinated action is necessary to combat transnational crimes, the two countries’ relevant agencies, subject to mutually agreed arrangements, will enhance cooperation and communication to combat transnational crimes, including telecommunications fraud, on-line fraud, cybercrimes, drug trafficking, trafficking in persons and wildlife trafficking.

十五、雙方反對(duì)任何形式的恐怖主義和暴力極端主義，將在包括信息交流、能力建設(shè)等方面進(jìn)行合作，以共同防范和應(yīng)對(duì)恐怖主義和暴力極端主義威脅。

Both sides oppose violent extremism and terrorism in all forms and will cooperate in the fields of information exchange, capacity building, among others, in order to jointly prevent and address the threat of violent extremism and terrorism.

十六、中方理解并支持菲政府致力于打擊毒品犯罪的努力。雙方認(rèn)識(shí)到毒品問(wèn)題給兩國(guó)人民健康、安全和福祉構(gòu)成嚴(yán)重威脅，同意加強(qiáng)信息共享，在打擊毒品犯罪、預(yù)防教育、戒毒康復(fù)等方面分享知識(shí)技術(shù)。

China understands and supports Philippine Government’s efforts in fighting against illicit drugs. Realizing that the problem of illicit drugs poses severe threats to the health, safety and welfare of the peoples of both countries, both sides agree to enhance exchange of intelligence, know-how and technology sharing on fighting against drug crimes, preventive education and rehabilitation facilities.

十七、為加大禁毒行動(dòng)力度，雙方同意建立專案?jìng)赊k和情報(bào)搜集領(lǐng)域的聯(lián)合行動(dòng)機(jī)制。菲方感謝中方在人員培訓(xùn)和捐贈(zèng)毒品查緝檢驗(yàn)設(shè)備等方面向菲禁毒工作提供援助。

To further strengthen the efforts to fight against illicit drugs, both sides agree to establish operation mechanism for joint investigation on special cases and intelligence collection purposes. The Philippines thanks China for its offer of assistance in personnel training and donation of drug detection, seizure, and testing equipment to aid in the fight against illicit drugs.

十八、雙方承諾根據(jù)公認(rèn)的國(guó)際法原則，包括1982年《聯(lián)合國(guó)海洋法公約》，加強(qiáng)兩國(guó)海警部門(mén)間合作，應(yīng)對(duì)南海人道主義、環(huán)境問(wèn)題和海上緊急事件，如海上人員、財(cái)產(chǎn)安全問(wèn)題和維護(hù)保護(hù)海洋環(huán)境等。

Both sides commit to enhance cooperation between their respective Coast Guards, to address maritime emergency incidents, as well as humanitarian and environmental concerns in the South China Sea, such as safety of lives and property at sea and the protection and preservation of the marine environment, in accordance with universally recognized principles of international law including the 1982 UNCLOS.

十九、雙方同意繼續(xù)探討商簽移管被判刑人條約。

Both sides agree to continue discussions with a view to signing a bilateral agreement on Transfer of Sentenced Persons.

二十、雙方同意兩軍關(guān)系是兩國(guó)關(guān)系重要組成部分。為增進(jìn)互信，雙方同意執(zhí)行好《中菲防務(wù)合作諒解備忘錄》，加強(qiáng)在人道主義援助、減災(zāi)、維和領(lǐng)域的交流合作。

Both sides agree that bilateral defense and military cooperation are important components of bilateral relations. To enhance mutual trust, both sides agree to implement the China-Philippines MOU on Defense Cooperation, through exchanges and cooperation in areas of humanitarian assistance and disaster alleviation and peacekeeping operations.
