1、為孩子建設社會項目和服務確實是應該的，因為孩子是國家的希望，決定了國家的未來，而且孩子的教育非常重要，決定了人的一生。
2、但是也應該為成人建設社會項目和服務，因為孩子需要成人的照顧，如果忽視了對成人的服務，可能間接會影響到孩子。比如當一個國家的失業率很高的時候，溫飽都不能保證，就很難讓孩子接受良好的教育了。
3、因為政府的精力是有限的，因此需要在兩者之間把握一個平衡。
孩子和成人都很重要，但不可能付出大量精力，所以要平衡;assign priority according to the importance of the program; 失業服務項目優先于兒童after-class activity program; 兒童健康項目優先于garbage recycling programs

許多的社會問題都是由于成年人引起的，失業，老齡化，婦女權利，成人的這些問題不得到解決會影響政府的威信，妨礙社會穩定
政府應該把更多的重點放在成年人上，但不能忽視兒童的需要。以確保發展的可持續性。

①成人是社會財富的創造者，是社會的中堅力量。Adults, who make up the major work force of our society, are where the fortune and power of the nation lying, thus the premise of the social stability. 如：從古代的埃及金字塔、長城到現代的農民、工人或是白領階層。從公平原理上來說，應該回報給他們一定的 programs and services.
②另一方面，許多社會問題的存在都是由于成人所引起的。如：老齡化，失業。要解決這些問題，就要給予成年人足夠的關注。反面說：如果沒滿足，會引起人們對于政府、社會的不滿。Faraway from the superficial impression that national government has set enough social programs and services to help adults, the fact is that, such help still can not meet the request and even worse is that some of them are not adequately conducted to bear the assumed outcomes.
?、坌『摻o予足夠的關注，A 因為是社會的未來。B 許多現在社會問題的解決要依靠今天對他們的教育。As we have to keep sufficient notice on adults affairs, we shall absolutely never fail to provide children a safe, clean and nice environment for them to grow happily and robustly.
總結：兩者要平衡。
