國家擬立法保護(hù)未成年人上網(wǎng) 禁止通宵玩網(wǎng)游
China is planning to ban online games for minors from midnight to 8:00 am, according to a draft regulation on the protection of minors issued by the Office of the Central Leading Group for Cyberspace Affairs.
據(jù)中央網(wǎng)絡(luò)事務(wù)領(lǐng)導(dǎo)小組辦公室日前發(fā)布的一份未成年人保護(hù)條例草案顯示,中國正計(jì)劃禁止未成年人在午夜到凌晨8點(diǎn)這一時(shí)段之間玩兒網(wǎng)游。
Experts believe it will be a powerful measure to prevent minors' Internet addiction. But implementation of the policy requires not only users' registration information, but a verification and recognition system for minors.
專家認(rèn)為這將是一項(xiàng)預(yù)防未成年人網(wǎng)癮的有力措施。但是要實(shí)施這項(xiàng)政策不僅僅需要用戶的注冊(cè)信息,還需要一個(gè)未成年人認(rèn)證和識(shí)別系統(tǒng)。
By June 2024, the total number of China's netizens who are minors reached 160 million, accounting for 23 percent of the country's netizens.
截止2024年6月,中國未成年網(wǎng)民數(shù)量已經(jīng)達(dá)到了1.6億,占全部網(wǎng)民數(shù)量的23%。
Given that 90.1 percent of minors in the country have online access, the online world has a profound influence on them. Therefore, the prevention of Internet addiction among minors has become an important issue for the country.
由于中國90.1%的未成年人都能上網(wǎng),網(wǎng)絡(luò)世界對(duì)他們產(chǎn)生了深遠(yuǎn)的影響。因此預(yù)防未成年人網(wǎng)癮已經(jīng)成為了中國一項(xiàng)重要的課題。
Liu Chunquan, a lawyer from a law firm in Shanghai, believes the country should implement such measures, since minors are unable to effectively control themselves, and addiction to online games may harm their mental and physical health.
劉春泉是上海某律師事務(wù)所的一名律師,他認(rèn)為國家應(yīng)該實(shí)施這樣的措施,因?yàn)槲闯赡耆藷o法有效控制自己,而沉迷網(wǎng)游可能會(huì)損害他們的身心健康。
However, China Youth University of Political Studies Vice President Lin Wei told Legal Weekly that implementation of the "midnight ban" should be based on a series of supporting mechanisms, such as users' registration information. Lin said the ban would be less effective if it fails to identify minors from adult users.
不過,中國青年政治學(xué)院副院長(zhǎng)林維在接受《法制周報(bào)》采訪時(shí)表示,執(zhí)行這一“午夜禁令”應(yīng)該基于一系列配套機(jī)制,例如用戶注冊(cè)信息。林維稱,如果不能區(qū)分未成年人和成年人的話,這一禁令的有效性將會(huì)大減。
