①絕對的權力會導致絕對的腐敗。如：Stalin.
②當當權者謹慎的考慮如何使用權力時，他們會更有效率。因為就如經濟學所說的，他們會在各種方案之中 trade off, 在有限的資源下選擇最優方案。如：現在各種政府方案，甚至會引發商業等各界的參與，進行廣泛的競爭，對整個社會都是有益的
③但領袖們不可因為考慮審慎而被束縛了手腳。真正的政治家會因目標而選取自己的手段。如：Czar Peter, the blood-and- iron minister in Russia.反面例子：Sun yat-sen
